Neches Bluff does exist! Not quite on this route, but you would head East on Hwy 21 from the route and go South onto Forest Service road 511. Take a left on FS Rd 511-A and you're there! Camping is free as far as I can tell. There is a vault toilet on the main loop of sites, but if you keep going down 511-A there are more secluded sites.
On my Gaia gps says there’s a campsite just east off the southern loop on road 21 called Neches bluff overlook. Let me know if that exist and/or is a good spot!
