Says "no outlet" on one side and "private" on the other, but it is plowed by the city and is definitely not private. Packed fine gravel. Very steep and potholey in sections.

It is private. Right before it turns to gravel from the bottom there is a snowplow turnaround and it is plowed by a private guy after that. I have ridden it often and no one ever said anything, but knowing a homeowner on the road it is definitely private.
