Can confirm - this road does NOT connect to 28. If you're willing to do a solid 20min bushwhack up a really steep ridge - go ahead. It wasn't terrible, and I wouldn't be upset if I had to do it again, but if you're looking for a passable road, this is not it.

Drzdirtrider, I was hoping to do a gravel/mix ride soon. Heading South on 28 from the Highlands, can I not connect 3 Forks Trail Road to Avalon Top Rd to Billingsly Creek Road? I am willing to do a little hike-a-biking, but nothing too crazy...? From 28, I would like to connect 3 Forks to Billingsley all the way down to Hale Ridge/Overflow Creek Rd. What is your experience? Thanks for your time and help.
